ABOUT PCL
A Legacy of Legislative Excellence
The Philippine Councilors League (PCL) traces its origins to the movement for local autonomy and the empowerment of local legislators during the late 1980s. The idea of forming a national federation of councilors was first conceived in 1989, when the Metro Manila Councilors League (MMPCL) convened the First National Capital Region Councilors Assembly on July 15, 1989, at the Quezon City Sports Club with the theme “Local Autonomy: Key to National Progress and Stability.”
Inspired by the success of that assembly, MMPCL officers encouraged councilors from across the country to organize their respective provincial and regional federations. These efforts culminated in a meeting held in Manila to elect the Interim Officers of what would become the Philippine Councilors League (PCL) and to plan its First National Congress.

I am a Philippine Councilor mandated by law to enact measures and ordinances that redound to the general welfare of my constituents in their pursuit for happiness,
peace, and prosperity. I believe in Public Service Above Self
as the guiding principle of my official acts. And, as I tread the pathways of local legislation May the Almighty, guide my mind and heart that I shall be true to my
constituents and the Filipino people.
